And she said, 00:02:14.439 --> 00:02:16.520 that's a good idea. How are we going to pay for 00:02:16.520 --> 00:02:19.860 it? And we didn't have the ability to pay for 00:02:19.860 --> 00:02:23.800 it in 2018. So fast forward to COVID. COVID happens 00:02:23.800 --> 00:02:28.020 2020, leading the public health response. I run 00:02:28.020 --> 00:02:30.099 an operation, I run a government, right? 3 ,500 00:02:30.099 --> 00:02:33.240 employees, big budgets. We have to react like 00:02:33.240 --> 00:02:35.199 the private sector because our main revenue is 00:02:35.199 --> 00:02:40.080 sales tax. Sales tax tanks, state shuts down 00:02:40.080 --> 00:02:45.020 economies, 40 % revenue hits. So we have to compress 00:02:45.020 --> 00:02:48.419 in government. We compress. And then by the end 00:02:48.419 --> 00:02:51.639 of the year, sales tax comes back because the 00:02:51.639 --> 00:02:53.740 economy opens up. People want to get out and 00:02:53.740 --> 00:02:56.120 do things. They want to live. So I said, what do 00:03:08.030 --> 00:03:10.270 we do? Like, give me a big idea. I talked to 00:03:10.270 --> 00:03:12.750 my peers on the county legislature, talked to 00:03:12.750 --> 00:03:15.050 stakeholders, give me a big idea. It's got to 00:03:15.050 --> 00:03:17.099 be one shot. Right. Because this money's not 00:03:17.099 --> 00:03:19.500 going to be here year over year. We can't bring 00:03:19.500 --> 00:03:23.139 on new legacy costs. One shot. Let's think of 00:03:23.139 --> 00:03:25.280 something good. And at many times 00:11:49.559 --> 00:11:51.960 over the years, even in my early days as County 00:11:51.960 --> 00:11:54.720 Executive, there was opportunities to put a company 00:11:54.720 --> 00:11:57.379 there, but National Grid would always be like, 00:11:57.460 --> 00:11:59.860 don't do that. Like you don't understand the 00:11:59.860 --> 00:12:02.059 asset we have here. So here's why that site was 00:12:02.059 --> 00:12:04.259 special.
