Number 00:08:37.470 --> 00:08:40.870 one, the United States government budget plan 00:08:40.870 --> 00:08:45.610 is designed to deceive the American people. Members are pressured to step 00:09:53.730 --> 00:09:56.009 down from their committee assignments and the 00:09:56.009 --> 00:10:00.129 NRCC refuses to help finance their campaigns. 00:10:00.990 --> 00:10:05.429 Ken calls this the pay -to -play system. As a 00:10:05.429 --> 00:10:08.470 result, members routinely vote for defective 00:10:08.470 --> 00:10:11.590 legislation in order to please party leaders 00:10:11.590 --> 00:10:14.649 and get money for their re -election campaigns 00:10:14.649 --> 00:10:18.509 instead of doing what is right for America. Ken 00:10:18.509 --> 00:10:22.220 writes, I am a Republican, but the moment we 00:10:22.220 --> 00:10:26.179 put party over principle, we've lost. Both major 00:10:26.179 --> 00:10:29.159 political parties are guilty on this one. That's 00:10:29.159 --> 00:10:32.759 why Ken calls the problem we face today bipartisan 00:10:32.759 --> 00:10:36.379 bankruptcy. Both parties have no problem letting 00:10:36.379 --> 00:10:39.440 the debt rise if that means they can avoid taking 00:10:39.440 --> 00:10:43.909 tough stands or making difficult decisions. Number four, highly esteemed 00:11:18.279 --> 00:11:21.039 veteran congressmen and women are featured speakers 00:11:21.039 --> 00:11:24.440 at the week -long lavish dinner parties and more, 00:11:24.779 --> 00:11:28.519 providing the freshmen veteran mentors to imitate. 00:11:28.779 --> 00:11:31.980 The message is clear. The fruits of victory are 00:11:31.980 --> 00:11:34.899 in the ability to pass bills or bring money back 00:11:34.899 --> 00:11:38.159 to the districts that would help us win re -election, 00:11:38.700 --> 00:11:41.679 devoid of any focus on winning for Team America. 00:11:42.379 --> 00:11:45.200 Instead, it's all about winning for Team Republican 00:11:45.200 --> 00:11:48.820 or Democrat by playing the Washington game, and 00:11:48.820 --> 00:11:52.600 I'll add, conversely, Those congressmen and women 00:11:52.600 --> 00:11:56.039 who don't play the game are given limited party 00:11:56.039 --> 00:11:59.519 resources for their re -election and are withheld 00:11:59.519 --> 00:12:02.919 otherwise available funds to do the very jobs 00:12:02.919 --> 00:12:07.279 they were elected by we the people to do. 5. 00:12:08.200 --> 00:12:10.360 Congressmen and women are seriously pressured 00:12:10.360 --> 00:12:12.980 into playing the game. The political parties 00:12:12.980 --> 00:12:15.639 are more interested in imposing its will over 00:12:15.639 --> 00:12:18.740 their respective congressmen than tackling the 00:12:18.740 --> 00:12:22.259 national debt or other pressing concerns, even 00:12:22.259 --> 00:12:25.659 punishing their members for failing. to toe the 00:12:25.659 --> 00:12:28.720 party line. One of the many examples included 00:12:28.720 --> 00:12:32.179 the former speaker John Boehner retaliating against 00:12:32.179 --> 00:12:35.019 Congressman King, who did not vote for him to 00:12:35.019 --> 00:12:38.779 be speaker, by rescinding his previously approved 00:12:38.779 --> 00:12:42.080 trip for travel to Egypt to discuss Christian 00:12:42.080 --> 00:12:46.080 persecutions in Egypt. To King's credit, he kept 00:12:46.080 --> 00:12:48.220 his commitment to meet with the Egyptian president 00:12:48.220 --> 00:12:52.100 by paying for his trip himself. A Republican 00:12:52.100 --> 00:12:55.100 aide who had clearly drunk the pay to play Kool 00:12:55.100 --> 00:12:58.259 -Aid rationalized the speaker's actions stating, 00:12:59.000 --> 00:13:02.000 quote, taxpayer -funded travel and other perks 00:13:02.000 --> 00:13:04.820 go to those members who deserve to be rewarded 00:13:04.820 --> 00:13:09.159 and not members who oppose the broader GOP team, 00:13:09.799 --> 00:13:14.340 end quote. Members who want to play the DC game 00:13:14.340 --> 00:13:18.000 are often assigned to appropriations energy and 00:13:18.000 --> 00:13:21.200 commerce or ways and means because they can raise 00:13:21.200 --> 00:13:24.700 more money for re -election as members of these 00:13:24.700 --> 00:13:28.200 influential committees and they can avoid having 00:13:28.200 --> 00:13:31.340 tough ideological decisions on their voting record 00:13:31.340 --> 00:13:34.399 that would in all likelihood cause their constituents 00:13:34.399 --> 00:13:37.860 back home not to want to vote for them again. 00:13:39.000 --> 00:13:42.110 Number six. If representatives want to merely 00:13:42.110 --> 00:13:45.049 serve on a committee, they have to raise money 00:13:45.049 --> 00:13:47.669 for their party. The amount varies depending 00:13:47.669 --> 00:13:50.929 upon the committee role. The example is, if you 00:13:50.929 --> 00:13:54.029 want to serve on a B or C level committee, a 00:13:54.029 --> 00:13:58.929 GOP House freshman member must raise $220 ,000 00:13:58.929 --> 00:14:03.049 every two years. Veteran members serving on A 00:14:03.049 --> 00:14:05.789 committees must raise more than twice that amount. 00:14:06.860 --> 00:14:10.860 $450 ,000. That's right, almost a quarter million 00:14:10.860 --> 00:14:13.779 dollars to do what the people elected them to 00:14:13.779 --> 00:14:17.159 do. As it is, some members of Congress spend 00:14:17.159 --> 00:14:20.240 at least half of their time fundraising to keep 00:14:20.240 --> 00:14:24.519 their dues paid and campaign coffers full. If 00:14:24.519 --> 00:14:27.700 you become the chair of a Bee Committee, you're 00:14:27.700 --> 00:14:32.259 now expected to raise $875 ,000 a year for the 00:14:32.259 --> 00:14:36.559 NRC. Chairing an A committee means you must raise 00:14:36.559 --> 00:14:40.440 $1 .2 million. The higher your role in the House 00:14:40.440 --> 00:14:43.539 leadership, the higher the price tag, with Speaker 00:14:43.539 --> 00:14:48.480 of the House requiring $20 million a year for 00:14:48.480 --> 00:14:52.000 the party. Committee assignments, then, are less 00:14:52.000 --> 00:14:55.159 about qualification than they are about cash. 00:14:55.519 --> 00:14:59.419 Or to put it another way, cash is the chief qualification. 00:14:59.769 --> 00:15:03.850 Our elected officials need once inside DC as 00:15:03.850 --> 00:15:07.509 members of the establishment swamp. In Congress, the consensus has 00:15:20.250 --> 00:15:23.409 been it's better to sink the nation with debt 00:15:23.409 --> 00:15:27.259 than to rock the boat with reform. and number 00:15:27.259 --> 00:15:31.159 seven still quoting kin what if i told you executive 00:15:31.159 --> 00:15:36.840 branch agencies raised 516 billion dollars in 00:15:36.840 --> 00:15:41.320 user fees fines and settlements in 2015 with 00:15:41.320 --> 00:15:45.340 no oversight from congress would you believe 00:15:45.340 --> 00:15:48.960 it it's true according to the office of budget 00:15:48.960 --> 00:15:51.460 and management federal agencies collected more 00:15:51.460 --> 00:15:55.250 than a half a trillion dollars in addition to 00:15:55.250 --> 00:15:58.610 the money Congress appropriated for them. That's 00:15:58.610 --> 00:16:01.509 equivalent to one -sixth of the entire federal 00:16:01.509 --> 00:16:05.909 budget and almost one -half of the entire discretionary 00:16:05.909 --> 00:16:09.409 federal budget amount. The agencies collected 00:16:09.409 --> 00:16:14.990 516 billion dollars in fees in a fiscal year 00:16:14.990 --> 00:16:18.230 when the American people saw Congress run a budget 00:16:18.230 --> 00:16:23.700 deficit of 439 billion. Congress had nothing 00:16:23.700 --> 00:16:26.840 to say about where the money went, because the 00:16:26.840 --> 00:16:31.480 truth is we don't know where it went. By failing 00:16:31.480 --> 00:16:34.840 to fulfill its responsibility to provide accountability 00:16:34.840 --> 00:16:39.399 and oversight, Congress has created a for -profit 00:16:39.399 --> 00:16:43.779 government in which agencies involved are incentivized 00:16:43.779 --> 00:16:47.659 to generate more revenue for themselves. The 00:16:47.659 --> 00:16:50.120 more money they can charge the American people, 00:16:50.360 --> 00:16:54.269 the more money they have to spend. I can't help but believe this 00:16:57.769 --> 00:17:01.389 kind of activity is indeed a violation of their 00:17:01.389 --> 00:17:05.450 oaths.
